These documents provide the history of the site, the sewer infrastructure, and the connection of Eagle Mountain Middle school to the Port Moody Sewer system. The connection of the middle school is important as it is the only structure in the Village of Anmore that is currently hooked to Port Moody’s municipal sewer. It is an example of how cooperation among municipalities can result in an amicable connection.
Documents pertaining to the Village of Anmore’s changes in the zoning bylaws that apply to the AGE septic field are also included here. The bylaw changes are the basis for the recent legal actions taken by AGE.
The Village of Anmore (the Village) has not been in support of the connection and have been skeptical of the engineering, scientific reports, and the province’s conclusions. Their assumption is that there must be more engineering options, and that the fecal coliforms and E. coli found throughout the area could be from animals as opposed to human septic leachate. This means that AGE has been left without municipal avocation and representation. Regardless to this, we stay open to dialog, and productive engagement with any parties willing to be part of the solution.
School District 43 represents the two affected schools (Eagle Mountain Middle and Heritage Mountain
High School) and North Shore Community Park. AGE’s engagement to date with SD 43 has been
challenging, lacking support, collaboration or action towards resolution.
We are hopeful following the recent election that SD 43 will genuinely engage in this issue and support
the solution for sewer connection. Below are key communications and documents between AGE and
School District 43.
The message from GVSDD has not altered throughout this process. Their position has always been that the Village of Anmore must join GVSDD before the connection of AGE to the municipal sewer line is permitted.
In response to the ongoing pollution issue, a succession of four Pollution Abatement Orders and one Ministerial Order have been issued by the Ministry of Environment. As of the writing of this letter, there are two that remain active:
AGE has been responsive to all requests from the Ministry. Addition information can be found on the Provinces sites of interest website.
AGE strata are hopeful that under the new leadership of Honourable Mayor Rob Vagramov, Port Moody will be willing to take an active roll in finding a solution. Direct engagement with Port Moody is planned for early December. We look forward to and encourage any questions or inquiries from the now sitting Port Moody Mayor and Council.
Septic fields with a volumetric output below 22,000L/day are permitted by Fraser Health, whereas those with higher outputs are permitted by Ministry of Environment and Climate Change Strategy (ENV). The volumetric output for AGE is above this amount, however we continue to engage with Fraser Health as the health authority is responsible for the safety of children in schools and is one of the only regulatory bodies that has the power to mandate an immediate connection.
The potential for the septic leachate to surface has been known of since 2001. The fact that dangerously high levels of contamination occur on the school grounds was first confirmed in 2013. Connection to the pipe has been attempted multiple times during those years but was always been turned down by one municipality or another. Below information pertaining to documentation of breakout and contamination on SD 43 lands and downstream of the septic fields.
